Blaze, chaos claim 109 clubgoers in Russian city
Blinded By Smoke, Most Died In Stampede For Single Exit

Perm (Russia): A blaze sparked by onstage fireworks tore through a nightclub ceiling covered in decorative twigs and plastic sheeting early on Saturday, killing at least 109 people and critically injuring about 90 in Russia’s deadliest fire since the fall of the Soviet Union, witnesses said.
Many victims died in a panicked crush for the single exit as they attempted to escape the flames and thick black smoke, witnesses said. Hundreds of people had gathered at the Lame Horse nightclub on Friday to celebrate the anniversary of the establishment’s opening in the industrial city of Perm in the Ural Mountains.
A video recorded by a clubgoer and shown on Russian television showed celebrants dancing before sparks from pyrotechnic fountains on stage ignited the club’s ceiling around midnight. Witness Svetlana Kuvshinova said that the blaze swiftly consumed twigs decorating the ceiling. “The fire took seconds to spread,’’ Kuvshinova said. “It was like a dry haystack. There was only one way out. They nearly stampeded me.’’

Leonid Miroshnichenko, who lost his daughter, said the plastic ceiling contributed to the death toll. “I would like to see the official who allowed this club to open. It was he who killed my daughter,’’ he said. The video showed people reluctantly heading toward the exit, some of them turning back to look at the burning ceiling. Within seconds they started rushing away in panic as flames begin to spread.

“There was only one exit, and people starting breaking down the doors to get out,’’ said a woman who identified herself only as Olga. “They were breaking the door and panic set in. Everything was in smoke. I couldn’t see anything.’’ Russian officials said club managers had ignored repeated demands from authorities to change the interior to comply with safety norms. “They have neither brains, nor conscience,’’ Medvedev said, urging a tough punishment. He called for a national day of mourning on Monday.

Authorities said they arrested the registered co-owner of the club, its managing director and three other suspects. One other suspect was injured in the fire and remains in critical condition.

Applications Forms for Waiting List from 9400 to 9800 has been already been dispatched by Fire Adviser’s office for training programme (Residential & Non Residential) starting from 14.12.2009 to 12.06.2010 vide Letter No. 177, dated 05.09.2009. The Physical Exams for the said candidates shall be held at Training Centre on 16.11.2009.
Forthcoming Batch for Training to Municipal Corporation / Councils shall be commencing from 03.11.2009 to 31.10.2010. The sponsor candidates are informed to get their status of application on 022 24036044 from the office.

Maharashtra Fire & Emergency Services Homage to Thane Fire Martyrs

18th October was supposed to be Fine Diwali Sunday Morning but it turn out to be tragic day for Thane Fire Brigade as Six Fireman from Thane Fire  Brigade succumbed to suffocation and burn injuries in while using a fire lift, installed specifically for such emergencies as per provision made under National Building Code of India-Part IV.

The fireman J. C. Singh, S. K. Shinde, Tanaji Kale, Avdhut Thanekar, Kishor Patil, Suresh Jamadar, who had put up more than 20 yrs of experience in fire fighting become martyrs while responding to the second call from the same flat of 14th Floor Tarangan Society Complex. The first call was received at 11.30 PM and the same team had extinguished the fire and had return back to Wagle Fire Station at around 01.00 AM. It was again at 04.00 AM, tthe call was received that fire has seemed to have started once again.


Scenes of grief dominated as hundreds came to bid farewell to the firemen at a memorial on Sunday at Wagle Fire Station.

The Thane Municipal Corporation has announced compensation of Rs. 5 Lakh to the relatives of the deceased and also a permanent job. The State Government has also announced Rs. 2 Lakh compensation to the next of kin.

Meanwhile, State Government has proposed to set up inquiry to probe into the case from one of the Senior Fire Officer.

Maharashtra Fire & Emergency Services pay homage to all those firemen who laid down their lives while performing their duty. It has been decided to render some financial assistance to them through Welfare Association.

Shri. M. V. Deshmukh, Director, Fire & Emergency Services, Govt. of Maharashtra has appeal to all those firemen in the State serving in various Fire Services to register themselves as Member in Maharashtra Fire Personnel Welfare Association.




       A major Dock Explosion took place on 14th April,1944 at Mumbai Port Trust in which 66 Gallant Fire Officers and Firemen of Mumbai Fire Brigade, Mumbai Port Trust, Naval Dockyard, and other Fire Service Organizations, laid down their lives while fighting the fire. Therefore, every year “Fire Service Week” is being observed throughout the country from 14th April to 20th April as per instructions of Government of India, Ministry of Home Affairs, New Delhi in memory of the Fire Service Personnel who laid down their lives while performing the duties. As a part of the observance of Fire Service Week, Commemoration Day Parade are also organized on 14th April and wreaths laid at Martyrs Column at the Headquarter of Mumbai Port Trust and Mumbai Fire Brigade HQ, Byculla.

       The inauguration function of Fire Service Week & Welfare Fund Rising Campaign was organized at Raj Bhavan on 14rh April, 2008 at 1100hrs. at the Hands of His Excellency Hon Shri S. C. Jamir,  the Governor of Maharashtra. Hon. Governor donated to The Maharashtra Fire Services Welfare Association & appeals the public to donate generously to this benevolent fund. On this occasion various heads of the Fire Services were presents. Initially Shri M.V. Deshmukh, Director, Maharashtra Fire & Emergency Services and Fire Adviser to Govt. of Maharashtra gave a back ground of Fire Service Week to His Excellency the Governor of Maharashtra. “The Maharashtra Fire Services Personnel Welfare Association” has been established and registered under the Bombay Public Trust Act, 1950 vide Regd.No.E-5888 for welfare of the Fire Services Personnel and their families. Amount so collected during the Fire Service Week is deposited in the Association’s Account and the funds is utilize for granting scholarship to the children of members of this Association, Financial and Medical Aid are also granted to the fire service personnel and their families. In order to raise the welfare fund, Fire Service Day Pin Flags are presented to the public who donate generously for Welfare Fund. The amount of donation is exempted from Income Tax u/s 80-G.

       Various programmes are arranged during Fire Service Week to create awareness about the Fire. During the Fire Service Week, Essay and Drawing Competitions for School Children of 5th to 9th std. throughout the State,

       A Dil Khulas Programme on Mi Marathi was arranged on 13th & 15th April, 2008 in which Shri M.V.Deshmukh, Director, Maharashtra Fire & Emergency Services and Fire Adviser to Govt. of Maharashtra, Shri A.V.Sawant, Chief Fire Officer, Shri P.D.Kargopikar, Dy.Cheif Fire Officer & Shri A.V.Kale, Asst. Div. Fire Officer, Mumbai Fire Brigade took part and answer the question. Similarly, a Hello Sakhi Programme has been arranged on Sahyandri Channel of 17th April, 2008 between 1300 hrs. to 1400 hrs in which Shri M.V.Deshmukh, Director, Maharashtra Fire & Emergency Services and Fire Adviser to Govt. of Maharashtra will answer the live question of general public.

       A concluding function of the Fire Service Week has been arranged on 20th April, 2008 from 1730 hrs. to 1900 hrs. at Cross Maidan, Dhobi Talao, Mumbai 400 020. On this occasion Shri Rajesh Tope, Honorable Minister of Urban Development, General Administration, Urban Land Ceiling, Water Conservation Department, Maharashtra State has kindly consent to be the Chief Guest. A Combine Ceremonial Parade of various Fire Services is arranged on the occasion of Fire Service Week and prizes to winners of various Competitions are awarded at the Hands of Chief Guest. A Guard of Honour will be given to Chief Guest.
